Caesarea was returned to Herod the Great by Caesar Augustus. Herod being famous for building projects rebuilt the city as grand as Jerusalem and renamed it Caesarea in honor of Caesar Augustus.
Caesarea later became the city of the Roman governor ruling over Judaea in New Testament time. This is the city where the Apostle Peter led Cornelius and his family members to Christ (Acts 10). Caesarea was the city where the Apostle had been imprisoned for two years before sending to Rome.
The photos here show the Roman amphitheater with 3500 seats. According to Josephus, Herod Agrippa died here (see also Acts 12:19-23).
There is also a stone coffin with Greek inscription stating "The grave of Prokopios the deacon."
